Olympic Swimmer, Michael Phelps, has been charged with Driving While Impaired (DUI). At or around 1:40 AM, his vehicle was seen crossing double lines and driving recklessly on 1-95 in Baltimore, MD.

His white Land Rover was clocked at 84 in a 45 MPH zone and he was given an excessive Speeding Ticket. After the stopped the Officer indicated a Strong Odor of Alcohol and Mr.

Phelps did poorly on the Standardized Field Sobriety Tests.

This is Mr. Phelps second DWI Case, to which he pled guilty to in 2004 and was sentenced to Probation.
